It doesn't necessarily mean that Xda Atom will go on sale in USA - maybe it is only to enable trouble-free roaming in USA - but at least one thing has been finally confirmed: the Xda Atom:

Draft user manual of the Atom is available in the FCC approval documents.
Interestingly, in the manual, T-Mobile is mentioned several times when referring to entering the SIM code. E.g. page 43 "Most SIM cards are preset with a PIN. This PIN is provided by T-Mobile". So will might see the Atom released also by T-Mobile...
