Installation goes OK, but when run, it complains about needing a newer version of the ".NET Framework."

This, on the newest version of the OS on a Cingular 2125 WM Smartphone running Windows Mobile 5....

Didn't you read?? It needs newest version of .NET CF v2 and guess what: your newest greatest version of Windows mobile does not include that...

At least you got it working.
Anyway, it turned out this moRSS still needs some work. Programming is not enough, you also need some graphics designers with a vision to make a nice looking application.

Take a look at Doopler (also free): http://www.dopplerradio.net/dopplermobile-beta/
