The model name of this phone is NM8CENSUS so clearly it is a phone for US census that is carried out every 10 years in USA (note Harris branding - Harris is a company specialized in providing solutions to government...

I believe that project got cancelled, a blow to HTC.

One would think a vertical task like census taking could be adequately simplified, but one look at the interface on that screen and one can understand why it was too complicated for many census takers.
