Hello,
You'll find that difference between EM IP Util and vxUtils includes:
1. EM IP Util operates on WM Smartphones as well as Pocket PCs. In fact, one .cab will install, run and correctly display on any device WM5 and later that has the .NET CF 2.0 runtime.
2. IPConfig on EM IP Util will give you proper IP config information for the MS SCMDM mobile VPN interface whereas vxUtil does not
3. EM IP Util was designed with soft keys in mind whereas vxUtil appears to have been designed back in the WM2003 days before soft keys were introduced in WM5. This causes a little bit of UI confusion.
4. vxUtil supports features such as port scanning and finger that are not included in EM IP util.
