Microsoft has just released a patch that fixes email posting issues in Windows Mobile 6.1 (see below), so why can't they release in the same way - as separate patch, not as whole ROM upgrade, also the new Internet ...

This is all speculation, but I would think this is releasable as a patch (just like the daylight savings update or a patch released some time ago for a battery/clock indicator bug) because of its size and the lack of a need for localization for it.

I've got no idea how big the internet explorer binaries are (it is divided into more than one binary, other programs on Windows Mobile devices can make use of functionality in individual IE components).

All the same, I am still disappointed to not hear anything about an IE update for those of us that have devices that have reached the end of their ROM support (I have an AT&T Tilt/TyTnII).
