Changes to app signing in Ozone (aka MS Smartphone 2003)

The next Smartphone OS will have a small change in how
carriers can deal with app signing. Building on the current model (where
signing restrictions are set to either ON or OFF), a new option for carriers
is being added called PROMPT.
Under PROMPT mode, unsigned apps are allowed to run - but whenever the user
tries to launch an unsigned app they first see a warning message to say that
the app is unsigned and it asks them whether they *really* want to run it.
This system encourages professional developers to get their apps signed
without preventing the development of freeware.
