HTC Touch itself comes without SIM-lock of course (although some operators, that offer it cheaper - are locking it indeed), but other incarnations of this phone (code name: HTC Elf), like O2 Xda Nova or T-Mobile MDA Touch, will have SIM-lock for sure...

EUR 28.00 / USD 38.00) Step 1 - Enter Data for unlocking your HTC ELF (HTC Touch) (removes SIM/NETWORK LOCK - use any provider, removes CID lock - flash any firmware) A key file matching your IMEI will be send to the paypal account email address. Now users will be able to purchase HTC Touch from various mobile operators, SIM-unlock it, and use with whatever SIM card they want.
