This Windows Mobile 6 -powered HP iPAQ smartphone is very cheap and has built-in Wi-Fi and several VoIP programs, what makes up for the lack of 3G...

HP iPAQ 514 HP is aimed at business users. The device supports different VoIP systems, has built in WiFi and Bluetooth. It also has a very nice speech recognition program that works in several languages instead of just English. The battery is very good and lasts very long. The device is quad-band and works around the globe. It runs on Windows Mobile 6.

The device isn't too fast unfortunately. Also the keys on the device are too close to each other.
