Apparently HTC Shift doesn't have real Windows Mobile but just a modem that is powered by cut-down (without Office Mobile, without phone calling part) version of Windows Mobile: The HTC shift does NOT have Windows Mobile embedded, but a (in my words) a Wireless data modem with advanced BIOS and some of the same applications as you would see on a Windows Mobile Device. Conclusion: it may be that HTC would like to prevent being sued by DualCor, that has patented such dual-OS setup - Windows Vista/XP and Windows Mobile in one - and that is the reason why HTC insists that Windows Mobile part of HTC Shift is not true Windows Mobile but just a modem... but clearly if it quacks like a duck and walks like a duck then it must be Windows Mobile device too!
