The model name of this PDA is CENSUS (FCC ID is: NM8CENSUS) and it has huge 3000 mAh battery, so clearly it is a phone for U.S. census that is carried out every 10 years in USA (note Harris branding - Harris is a company specialized in providing solutions to governments): 
Note also fingerprint sensor in this device! Clearly this is not not a PDA for consumers. It is good to see, that a Windows Mobile device scores such a big deal from U.S. government.
