As you can see above several Windows Mobile phones with 3G (UMTS/HSDPA) can do video caliing. Furthermore there is a special "Video call" button on the screen and you can see in history of phone calls those that were video calls:
3G video calling is not the same as video chat over Internet but is a 3GPP international standard that is working in many 3G phones in Europe and Japan. It is possible to make phone calls not just within one country but also across various countries and across various operators - as we have tested it sucessfully! You can pick up webcams extremely cheaply nowadays and free programs like Live Messenger and Skype offer video calling on PC computers, so it is reasonable to expect that your phone should also offer video calling. Video calling has many applications like showing to somebody where you are (3G Windows Mobile phones usually have 2 cameras and user can switch between the 2 during video call), checking on somebody, or just having closer - visual - contact to somebody - anywhere, anytime. Conclusion: clearly iPhone, also iPhone 3G, cannot do video calling, so if you are interested in this feature, then just get yourself a Windows Mobile phone!
