The closest thing to mobility is "embedded software" and winners are:

By the way we have calculated which countries were most succesful in overall (i.e. all areas) Imagine Cup 2009 competition and the results are:
- 6 winners: Brazil
- 4 winners: China, USA
- 3 winners: Poland, India
- 2 winners: UK, Romania, Ukraine, France, Singapore, Croatia, Malaysia

Commentary: the best way of promotion of mobile software is to highlight it in app store but since Microsoft has not yet launched their Windows Mobile app store (Marketplace) obviously Microsoft can't do this promotion. It is hard to believe though and kind of sad that even now, in year 2009, there is no "mobile software" category that would address explicitly Windows Mobile software development in Microsoft's yearly competition for developers. The embedded development category is actually not directed at Windows Mobile at all, but at Windows CE development, mostly targeting industrial, not consumer applications. The fact that Windows Mobile development is missing from Imagine Cup is indicative for the whole Windows Mobile situation: while Apple and Google treat their mobile operating systems seriously it looks like Microsoft still neglects it hugely. No amount of denial can refute this negligence claim. It is brutal truth.
