Almost! Have you noticed that we used "phone" without capital letter in the beginning? It is not "Windows Phone" or "Windows Mobile phone" but since one will be able to use video calling - not just video chats over Internet but true 3G video calling over cellular networks - clearly this device can be categorized as a phone - regular calls will be possible too! In fact this device is a new netbook from Nokia that is powered by Windows 7: The mini-laptop also comes with an HDMI port for HD video out, a front facing camera for video calling, integrated Bluetooth and an easily accessible SD card reader. This netbook from Nokia will also offer 3G video calling and thus also regular cellular phone calling, and thus it will be more than a netbook, a big smartphone indeed! Note that 3G video calling is a part of UMTS cellular standard and is now in operation in Europe and Japan. This 3G video calling is not going over Internet but over cellular networks, so bandwidth is guaranteed.
