Above you can see a banner ad that is running on some pages of Microsoft and that leads, via this complicated link, still to old material and not to microsite about Microsoft's presence at Mobile World Congress 2010. Since in this banner you can see Steve Ballmer, then it means that indeed Steve Ballmer will be speaking at Microsoft press conference at Mobile World Congress 2010 - the biggest most important cellular industry event on this planet (it's a global event unlike CTIA that is local). Presence of Steve Ballmer means also that something big will be announced at Mobile World Congress in 2 weeks. How big? We don't know, but we can only guess that it may be: Windows Mobile division moving to Sinofsky's Windows department, Windows Mobile 7, Pink Project phones, Zune services everywhere.
